Add Penny Hart to the list of potential slot receivers at the next level. Undersized at 5-foot-8, Hart put together a pair of 1,000 season in his four-year career, sandwiched around an injury-riddled 2016 and preceding a slightly-disappointing senior campaign where QBs struggled to get him the ball. Hart finished his career with 19 touchdowns but only two his final season. He also finished his career with 26 drops, giving him one of the highest drop rates in the nation.

Hart performed well when invited to the Senior Bowl but did not receive a combine invite and struggled at his Pro Day with a 4.65 40. Capable on kick and punt return. Does not have size, measurables, analytics or level of college competition in his favor but could still settle into a niche in the right situation.

Tape showed his lack of senior production was mostly due to inaccurate throws and that notion was backed up by strong practices during Senior Bowl week.
